US Department of Health and Human Services Goes Live with Saba
Team Effort to Launch Saba’s People Management Solutions
To 70,000 HHS Personnel Nationwide
REDWOOD SHORES, Calif.—October 2, 2007—Saba Software, Inc. (NASDAQ: SABA), the premier people management software and services provider, today announced that the United States Department of Health and Human Services (HHS) recently went live with Saba’s people management solutions under the Office of Personnel Management (OPM)’s GoLearn program. Saba Learning Suite and Saba Performance Suite will be used to improve performance and provide a wide range of learning and development opportunities to HHS’s approximately 70,000 people nationwide.
Working in close cooperation with prime contractor Intekras, hosting provider General Physics Corporation and the dedicated technical staff at HHS, Saba was able to achieve ‘go-live’ in just under three months. This collaboration has helped HHS make efficient progress toward reaching its goals under the President’s Management Agenda’s (PMA) strategic HCM initiative.
“What we liked about the Saba solution was its flexibility to adapt to our requirements as well as the ease-of-use for our learners,” said Kim Hill, manager of the Center for Instructional Technology at HHS University. “The Saba solutions are robust and are designed for large organizations like HHS that have complex learning needs such as support for multiple types of accreditation.”
The OPM’s GoLearn program was created in response to President Bush’s establishment of a strategic initiative in the area of HCM under the President’s Management Agenda (PMA). With the Office of Management and Budget keeping a scorecard on the progress federal departments and agencies are making in the area of HCM, HHS moved to quickly implement the Saba solution, including a number of integrated modules such as Saba Collaboration and Saba Learning Commerce. The Saba people management solution will help various HHS agencies conduct comprehensive skills gap analyses to map skills and competencies to the mission and objectives of each of the HHS agencies.

HHS is one of the largest U.S. federal civilian agencies with an annual budget of almost $700 billion and some 13 operational divisions, including the Centers for Disease Control and Prevention (CDC), Center for Medicare and Medicaid Services (CMS), the Food and Drug Administration (FDA), National Institutes of Health (NIH), and Indian Health Services (IHS). Saba Learning will simplify registration and tracking of learning for HHS personnel as they enroll in a variety of online, independent learning, and in-classroom courses offered throughout the Department. In addition, Saba Performance is being used to help further align individual personnel and group efforts with the agency’s goals and objectives.
An interesting aspect of the deployment is HHS’s integration of the Learning Commerce module in its Saba Learning solution. The Learning Commerce module will enable the agency to charge for learning courses it offers to up to one million contractors it works with, or to establish “pre-funded” learning accounts that the agency’s personnel would be able to “debit” as they take courses throughout the fiscal year. In addition, Saba’s SF182 capability illustrates how the company develops solutions that address the needs of federal government customers.
